PETER FRANCHOT

Peter Franchot was elected Maryland's 33rd Comptroller on November 7, 2006. Prior to his election to statewide office, Comptroller Franchot served 20 years in the General Assembly, in the House of Delegates, representing the residents of Silver Spring and Takoma Park. During his time in the House of Delegates, Mr. Franchot was a member of the Appropriations Committee and chaired the transportation and the environment subcommittee. Through his career, he has been a strong advocate for education, health care, transportation and environmental protection initiatives.

In his role as Comptroller, Mr. Franchot has pledged to be a fiscal watchdog for the taxpayers of Maryland and an independent voice on the powerful, three-member Board of Public Works, which approves millions of dollars in State contracts each year. Comptroller Franchot is committed to helping keep Maryland competitive in the knowledge-based economy, assisting working families and protecting the State's natural resources.

Comptroller Franchot attended Amherst College (B.A., 1973) and Northeastern School of Law (J.D., 1978). From 1968 to 1970, he served in the United States Army. He is married to Anne Maher, a lawyer, and they have two children, Abigail, 25, and Nick, 22. They live in Takoma Park, Maryland.

The moderator(s) for the INFORCE-sponsored Debate will be one or both of: Len Cohen, President of INFORCE, and Harry Cohen, Vice President of INFORCE.

All are welcome to attend the debate, including residents from the surrounding communities. Mr. Kevin Flannery, (President, LWMC), has volunteered to inform the local press about the event and to encourage coverage to stimulate interest.

With our exceptional panels, we should have a packed house in the Crystal Room in Clubhouse I, at 2:30 PM on Monday, November 9. Refreshments will be served. Doors open at 2:00 PM.


The Nation's Capitol Bus Trip and Tour

The Democratic Club of Leisure World  is proud to announce a special opportunity for members and others to receive a guided tour of the newly constructed Capitol Visitor Center and portion's of the nation's Capitol  building itself. For your convenience, a Chartered Bus will leave Clubhouse # 2, 9:00 am, Wednesday, October 14,2009, and return approximately at 3:00 PM. John P. McDonough, Maryland Secretary of State

John Patrick McDonough was born July 7, 1950, in Scranton, Pennsylvania, and moved to Prince George's County in 1952. He graduated from Bladensburg High School, Bladensburg, Maryland (Class of 1968), The Johns Hopkins University, B.A. (Class of 1972), and University of Maryland School of Law, J.D. (Class of 1977). He has been a member of the Maryland Bar since 1977. Secretary of State McDonough began his career as a Legislative Aide to the Prince George's County Council from 1970-1974. Next, he served as Chief of Staff in the Office of the County Executive, Prince George's County, 1974-1978. From 1979-1982, he was an Associate with the Shipley Firm; and from 1982-1985, a Partner at Cross, Rozner, Edwards, and McDonough. Then, from 1985-2005, he was a Partner with O'Malley, Miles, Nylen & Gilmore and Managing Partner from 1992-2000. In 2006, he opened his own law practice (John P. McDonough, LLC), specializing in land use, zoning, and government. John P. McDonough practiced law for 30 years before being appointed Secretary of State by Governor Martin O'Malley on July 16, 2008.

His political activities include serving as Counsel to the Prince George's County Democratic Central Committee, from 2000 to the present; and as its Vice-Chair from 1998 to 2000. Secretary of State McDonough also has been a member of the Maryland Stadium Authority from 1986-1994; Vice President of the Maryland Chamber of Commerce; and a member of the Board of Visitors, University of Maryland School of Law; President's Roundtable, Greater Washington Board of Trade, Leadership Maryland and other civic and charitable organizations, such as Catholic Charities, the Red Cross, and the American Heart Association.

John P. McDonough has been married to the former Mary Lou Gober since 1972. They have three daughters, Emily, Caitlin and Aisling. They have resided in Mitchellville, Maryland, since 1979.

At our candidates forum on Friday, April 17, 2009, all 6 Democratic candidates in the special primary election to fill the District 4 County Council seat were present for a packed house of Leisure World Democrats. Each candidate talked about why voters should elect him or her, and answered questions from the audience.

At our meeting on Thursday, April 16, 2009, our speaker was Montgomery County Council Member-At-Large Duchy Trachtenberg, who spoke about various issues before the County Council.

Councilmember Trachtenberg (D-At Large) was elected to the Montgomery County Council in 2006.  She is Chair of the Management and Fiscal Policy (MFP) Committee, which has jurisdiction over economic and fiscal policy; spending affordability; County Government administrative departments; cable and telecommunications issues; technology issues; personnel and compensation issues; procurement policy and other matters. Councilmember Trachtenberg also serves on the Health and Human Services (HHS) Committee.

As MFP Chair, Councilmember Trachtenberg has a particular responsibility for stewardship of the County’s fiscal health.  She has made community needs and results-based practices the foundation of her effort to put people first as decisions are made over spending and government priorities.  She guides the yearly budget-making process to ensure the protection of the County’s long-term stability and the funding of essential priorities, with transparency, equity and fiscal responsibility.

As the only Councilmember trained as a public health professional, Councilmember Trachtenberg has a special interest in the delivery of health and addiction treatment services, services for victims of domestic violence and their families, health and wellness policies and family justice. Her landmark regulation prohibiting the use of artificial trans fats in Montgomery County restaurants was the first such action in the United States adopted on a county level. 

Councilmember Trachtenberg has led the effort to reform the County’s disability retirement to preserve the critical disability retirement benefit and protect employee access to best medical practices; broaden coverage for workers with varying degrees of disability; and ensure that disability retirement procedures are based on a sound public health foundation.  

Councilmember Trachtenberg holds a Masters Degree in Social Work, and maintained a private practice specializing in adolescent addiction prior to being elected to office. She is a past Governing Councilor and Chair of the Alternative Medicine Section within the American Public Health Association (APHA). Ms. Trachtenberg helped develop a state-wide Court Watch program which has earned recognition in the domestic violence advocacy community.

From the outset of her term on the County Council, Councilmember Trachtenberg has advocated for a Family Justice Center to bring a coordinated effective means of responding to the victims of domestic violence. The basis of the Family Justice Center is a one-stop-shop approach to responding to domestic violence, eliminating the burden on victims to travel, frequently on poorly scheduled buses, to offices throughout the County for different services, which can take days or even weeks to fully engage. 

Councilmember Trachtenberg convened a series of exploratory meetings, discussions and planning sessions with County officials including Montgomery County Executive Isiah Leggett, State’s Attorney John McCarthy, and Sheriff Raymond M. Kight to develop protocols for launching the project.  Trachtenberg coordinated cooperation with agencies including the Department of Police, the County Sheriff’s Office, Child Protective Services, the Commission for Women, the State’s Attorney’s Office, Child Welfare Services and others. The Family Justice Center was funded in the County Executive’s FY09 budget and will open in the spring of 2009.

Councilmember Trachtenberg had been an effective grassroots activist for over twenty years on women's equality, mental health concerns and public health issues. She offers a strong track record of successful community networking and believes building coalitions is an effective tool in bringing about political reform.

Her dynamic leadership style reflects her genuine commitment to full equality for all women and she sat for six years as a Progressive MD board member.  During the 2008 presidential election she traveled as a campaign surrogate for Barack Obama and served on presidential transition task forces on mental health and women’s issues.

Ms. Trachtenberg is the past co-chair (founding) of the Women's Leadership Network of the Maryland Democratic Party. She also served as a Women's Issues Advisor for the Dean Presidential Campaign in 2003-2004.

Councilmember Trachtenberg has been honored with the “Heroes” award from the National Alliance for the Mentally Ill (NAMI) of Montgomery County and the “Ally for Equality” Award from Equality Maryland.

She lives with her husband, Dr. Alan Trachtenberg, in North Bethesda.


At our meeting on Thursday, March 12, 2009, our speaker was Montgomery County Council Member-At-Large Nancy Floreen, who spoke on various issues before the County Council.

Nancy Floreen was elected as an at-large member of the Montgomery County Council in 2002 and is now in her second term. She serves as Chair of the Council's Transportation, Infrastructure, Energy and Environment Committee and is a member of the Planning, Housing, and Economic Development Committee. She is Chair of the Metropolitan Washington Council of Governments' Climate Change Steering Committee and serves on its Air Quality Committee. She also serves on the Maryland Department of Environment’s Air Quality Control Advisory Council, the Greenhouse Gas and Carbon Mitigation Working Group, the Governor's Local Government Advisory Committee for the Chesapeake Bay and the Washington Suburban Sanitary Commission Leadership Group. The Councilwoman serves on the Jewish Council on Aging's Transportation Committee and is a board member for Habitat for Humanity and the Strathmore Hall Foundation. She also is chair of Montgomery Women.

A Democrat, Nancy brings to the Council a wealth of experience and expertise based on more than 20 years of service in local, state, and federal government.

In 1986, Nancy was appointed a Commissioner on the Maryland-National Capital Park and Planning Commission, where she served until 1994. As a member of the County Planning Board, she was involved in the development of master plans across the county and on balancing the need for growth with preservation of open space and protection of existing county neighborhoods. During this period, she served as president of the Maryland Citizen Planners Association.

Nancy was also projects coordinator for United States Senator Barbara Mikulski of Maryland.

Actively involved in municipal development and charter issues in the Town of Garrett Park, Nancy served as its Mayor. There she oversaw a local referendum and bond financing, and she secured county and federal financial support for the renovation of its Town Center, Penn Place.

Nancy has been President of the East Silver Spring Elementary School PTA and a member of the Board of Directors of the Montgomery Housing Partnership, the Silver Spring Citizens Advisory Board, Montgomery County Commission for Child Care, the Montgomery Parks Foundation, and the Silver Spring YWCA. A former Cub Scout leader and Sunday School teacher, Nancy is an active member of the Cedar Lane Unitarian Universalist Church.

She is a founding member of Montgomery Women, a bipartisan group created in 2000 to mentor and support women of all backgrounds who seek to be effective community leaders.

Nancy received a Bachelor of Arts degree in American Studies from Smith College and her law degree from Rutgers University in Newark, New Jersey. She has worked in private practice as well as for the U.S. Department of Justice.

Nancy is married to attorney/writer David Stewart and has three adult children, all of whom attended Montgomery County Public Schools.
